2. Chapter 2: Player Registration and Team Formation

2.5. CONFERENCES
          
Leagues shall be divided into CONFERENCES whenever the number of teams in
           a league becomes larger than can be effectively administered by a single League
           Commissioner. No League Commissioner shall be responsible for more than
           twenty-four (24) teams. When a league has more than 24 teams, that league will
          
be equally divided into Conferences so that each Conference has less than 24
           teams and contains approximately the same number of teams. The Board of
           Directors may direct any other division of the league into conferences that it feels
           is in the best interest of the players. If there are too few teams in a particular
           Conference for effective competition within the Conference, the Youth
           Commissioner may combine that Conference’s teams with those teams from
           another Conference in the same League. Whenever teams from different
           Conferences are combined for effective competition, all teams in the combined
           Conferences will report to the same League Commissioner. However, each team
          
must be formed in accordance with the team formation rules for that team’s actual
           Conference.
