  3. Chapter 3: FIFA Laws of the Game
        Games sanctioned by the Lubbock Soccer Association will be played under the
        rules published in the current edition of FIFA Laws of the Game (or its successor
        publications) except as modified by the Lubbock Soccer Association with the
        permission of the North Texas State Soccer Association and the United States
        Youth Soccer Association. The following modifications to the current edition of Laws
        of the Game are the rules which will be enforced in Lubbock Soccer Association
        league play.

    Modifications to the Laws

 3.4. UNDER 11 - UNDER 19 MODIFICATIONS (11V11)

            Law 1 - The Field of Play
                Conform to FIFA Laws of the Game

            Law 2 - The Ball
               
Conform to FIFA Laws of the Game except:
                USSF size 4 for Under 11 and Under 12   

            Law 3 - The Number of Players
   
            Conform to FIFA Laws of the Game plus:
                Each team shall consist of 11 players on the field.
                A minimum of 7 players on a team is required to begin play and continue
                play..
                One player shall be designated goalkeeper.
                No more than 18 persons may named on a roster.
                Substitution:
                     Unlimited with the consent of the referee:
                        Prior to throw-in only by team taking the throw-in
                        Prior to goal kick.  By either team
                        After a goal is scored. By either team
                        After the referee has stopped play for an injury.  By either team.
                        During the half time interval
                        After referee has issued a caution.  Only player cautioned. 
                Each team member must be allowed to play at least 50% of each game
                he/she attends

            Law 4 - The Player's Equipment
                Conform to FIFA Laws of the Game plus:
                Jersey's must have distinctive 4" numbers on back
                Home team will change jerseys if colors conflict.  Home team will be listed
                first on game schedule.
                NOTE: Shin guards are MANDATORY and must be covered entirely by the
                           sock.

            Law 5 - The Referee
                Confirm to FIFA Laws of the Game.
                NOTE: All decisions made by a person not registered as a referee who
                  officiates the because a registered referee is not available are just as
                  binding and valid as if the person were a registered referee. Only
                  referees registered with USSF may caution or send off
                  players and/or discipline coaches or team officials.

            Law 6 - The Assistant Referee
                Conform to FIFA Laws of the Game
                NOTE: Club linesman may only be used to indicate to the referee when the
                ball passes over the goal lines or the touch lines, however, the referee's
                decision is final.

            Law 7 - The Duration of the Match
   
            Conform to FIFA Laws of the Game except:
                    Under 11 and Under 12: two equal periods of 30 minutes each
                    Under 13 and Under 14: two equal periods of 35 minutes each
                    Under 15 and Under 16: two equal periods of 40 minutes each
                    Half-time Interval: will not exceed 5 minutes.

                NOTE: Only a neutral referee may caution or send off any player or coach.
                Coaches, assistant coaches, and trainers are subject to the same game
                disciplinary procedures by the referee as are players.

NOTE TO PARENTS AND COACHES
The purpose of the small sided soccer game is to teach our youth to play soccer by playing with the ball.  By limiting the number of players on the field, each player has more opportunities to touch the ball.  The number of touches of the ball by each player are more important than the player's technique.  More opportunities to touch the ball occur when all six players are close to the ball.  Playing a set position limits the player's opportunity to touch the ball.

No person other than the referee and 22 players should be on the field.  Substitutions, coaches, parents, and other spectators should remain at least 6 feet away from the touch line, and preferably in the bleachers.  No spectator should run up and down the touch line during play.  No spectators are allowed within 10 yards of the ends of the field.  Coaches and substitutions should remain within 10 yards of the halfway line.

Soccer is a game for the players!  It is not a game fro the coaches and/or parents who need to control the youth's game.  Parents and coaches who need to participate more than encouraging their players are invited to join the adult soccer leagues available in Lubbock.  Encourage the players and help them enjoy their game.
